Water Privatization Checklist

In May 2005, The League of Women Voters of California Convention adopted a Water Privatization Checklist to help local Leagues evaluate water privatization proposals.

The Checklist  is a comprehensive resource that can be used by other organizations or communities to weigh the positive impacts or negative impacts of proposed water privatization.

Checklist

1. Does the proposal benefit the environment?

2.  Does the proposal require coordination of water and land use planning without
     encouraging  growth?

3.  Does the proposal protect the natural environment in areas of water origin and water
     use?

4.  Does the proposal avoid policies which build up demand and establish rigid patterns of
     use?

5.  Does the proposal provide for coordination of groundwater and surface water?

6.  Does the proposal provide for assessment of economic, social and environmental costs
     and benefits of the water project?

7.  Does the proposal have documents that present clear, concise information, readily
     available to the public?

8.  Does the proposal ensure high water quality standards for end users?

9.  Does the proposal have a water conservation component as part of its plan?

10. Does the proposal take into account the carrying capacity of the appropriate basin?

11. Does the proposal protect low or fixed income water users by lifeline rates?

12. Does the proposal allow government to exercise a stewardship function?

13. Does the proposal allow participation by all relevant levels of government?
